The Central Oklahoma Economic Development District (COEDD) is the parent organization for the Central Oklahoma Regional Transportation Planning Organization (CORTPO). Planning Goals and Requirements.
Funding for this project was provided by the Federal Highway Administration through the Oklahoma Department of Transportation (ODOT).
The CORTPO Policy Board is responsible for the administration and approval of completed portions of the Long-Range Plans. The CORTPO Technical Committee meets monthly to assist with the details of the project, provide local insight, and make recommendations to the CORTPO Board.
Planning for local government must be based on the preferences and priorities the community holds for future development. To enable staff to accurately determine the vision of the community at large, a great deal of citizen input is required.
CORTPO uses surveys, public meetings, and press releases, among other activities to reach out for public opinion. See the CORTPO Public Participation Plan for more information on outreach activity.
To develop Long-Range Transportation Plans, an analysis of the history, current conditions, constraining factors, and practical challenges of local transportation are conducted for each county. A significant amount of research and data collection must be completed in order to document current conditions and trends that have occurred over time in the identified geography.
Finally, the body of the plan itself must be developed. The format, table of contents, descriptive photos, maps and graphs, data entry, and other technical details of the finished product are completed. Goals, objectives, and policies are drafted from public input and reviewed by stakeholders for inclusion. A timeline for implementation will be determined by the participating jurisdictions. The plan may then be adopted.

The Central Oklahoma Rural Transportation Planning Organization (CORTPO) Public Participation Plan (PPP) has been developed to assure that the transportation planning process conducted by CORTPO complies with Federal requirements for public involvement and participation.
This document presents the goals of the Central Oklahoma Rural Transportation Planning Organization for public participation and involvement, as well as the public involvement procedures designed for various Rural Transportation Planning Organizations (RTPO) activities. These procedures will provide opportunities for citizens to contribute ideas and opinions early and at every stage of the planning process.
Efforts will be made to assure participation in the transportation planning and programming process by traditionally underserved individuals, including elderly, low-income and minority individuals, persons with disabilities, and persons with Limited English Proficiency (LEP).
Planning Work Program (PWP). The PWP is one element of the transportation planning process that the CORTPO will follow in support of the development of transportation planning products.
The PWP will document the transportation planning activities and projects to be accomplished with SPR funds in the CORTPO region.
It is the policy of CORTPO, under Title VI of the Civil Rights Acts of 1964; Title VII of the Civil Rights Act of 1968; Section 504 of the Rehabilitation Act of 1973; Age Discrimination Act of 1975; Section 324 of the Federal-aid Highway Act of 1973; Civil Rights Restoration Act of 1987; and other related authorities and regulations, that no person in the United States shall, on the basis of race, color, national origin, sex, age, handicap/disability, religion, or familial status be excluded from participation in, be denied benefits of or otherwise be subjected to discrimination or retaliation under any federally or non-federally funded program or activity administered by the CORTPO or its sub-recipients.
